The fabs go to national mega-contractors. The supplier buildings, industrial shells and plant power around them do not — and that is the scope this page is about.
Two numbers describe this sector in Maricopa County and they point in opposite directions. TSMC's stated Arizona commitment is $265 billion as of September 2026, and on 8 September 2026 Amkor raised its Peoria packaging campus to roughly $12 billion. In the same year BEX Companies cut its Arizona industrial construction outlook from $14.48 billion to $11.6 billion. Both are true, and a contractor who tells you only the first half is not describing the market you are bidding into.
The sector as it stands, September 2026
TSMC's north Phoenix campus spans over 1,100 acres and is planned for six logic wafer fabs, two advanced packaging facilities and an R&D center, with a July 2026 announcement of intent to build more beyond that. The $265 billion is a commitment, not money spent.

The other half. BEX Companies, publisher of AZBEX, forecast the Arizona non-residential and multifamily project volume it tracks at $31.1 billion for 2026 against an estimated $31.9 billion in 2025, and its June 2026 midyear update lowered industrial from $14.48 billion to $11.6 billion. Industrial carries the whole decline; healthcare, K-12, higher education and public spaces were projected up. The supplier tier has been uneven too — several chemical and materials firms that bought land around Casa Grande — in Pinal County, an hour from the north Phoenix campus — delayed or scaled back plants in 2024 on cost. That has partly reversed since: Sunlit Chemical opened a high-purity hydrofluoric acid plant in north Phoenix in October 2024, and KPPC broke ground on a first phase in Casa Grande in December 2025.
The megaprojects are funded and multi-year. The general industrial pipeline around them is thinner than it was in 2025. Together that means more bidders per package, not fewer.
Where we fit, and where we do not
Worth saying first: we do not bid inside a live fab and we do not bid tool hookup. That work goes to national mega-contractors with cleanroom protocol staff and dedicated tool-install divisions. What a mid-size design-build contractor is equipped to build is what those campuses generate around themselves, plus the plants already running in the county:
- Supplier, support and equipment-service buildings serving the campuses.
- Industrial shells and build-to-suits in the 43,000 to 203,000 sq ft range, plus logistics, distribution and automation buildings along the Loop 303 corridor and in the Southeast Valley.
- Plant expansions, added lines, gear replacement and motor controls and VFD work.
- Site electrical: duct bank, transformer pads, yard lighting, EV, and the underground that has to be right before the pour.
A second boundary is worth asking any bidder about. Arizona splits licensing at 600 volts: C-11 covers commercial work under 600 volts, while transmission lines, pole work, street lighting of all voltages and right-of-way work at or above 600 volts sit under A-17. We work the customer side of the point of delivery, on scheduled permitted work — this is not a call-out operation.
What the electrical scope contains here
An industrial package here is mostly service capacity, distribution and process connections, and the money sits at the front end.
- Service and distribution. Service entrance section, switchgear, switchboards, panels, dry-type transformers and feeders — see service and distribution equipment.
- The utility interface. Duct from the point of delivery, precast transformer pads, grounding, trench and backfill.
- Process and equipment power. Disconnects, motor connections, starters, VFDs, control panels, compressors, chillers, air handling and exhaust, with the conduit and tray to reach them.
- Standby power and lighting. Generators and transfer equipment where the process cannot take an outage, plus high-bay, site lighting and controls.
- Studies. Short-circuit, coordination and arc flash — see power system studies. Phoenix's Annual Facilities Program requires a one-line, load calculations and fault current calculations with the submittal.

The utility side moves the schedule
The critical path on a large industrial service is rarely the wire. It is the gear, and the gear is gated by the serving utility. Those standards move: the APS Electric Service Requirements Manual carries a May 2026 edition date but revises page by page, and SRP republished its Electric Service Specifications on 30 April 2026 and has amended it several times since.
The most expensive item of schedule is the metering enclosure. Every APS commercial meter enclosure must be submitted for review and approval before the equipment is manufactured — one-line showing the neutral-to-ground bond link and neutral disconnecting means, manufacturer, EUSERC page references, ampacity, dimensions, voltage, phase, bus bracing, address. Services above 200 amps require EUSERC-approved CT-rated enclosures, and gear released to the factory ahead of approval can come back to be rebuilt.
Service size is capped by configuration: SRP tops three-phase four-wire 277/480 at 3,000 amps underground and 600 overhead, and a genuinely large process load lands at 2,400/4,160 or 7,200/12,470. At SRP the customer provides and installs the precast pad, ground rod, conduit and backfill; SRP sets the transformer and requires 12 feet of clear working space at the front, 3 feet at the sides and 18 inches at the back.
- SRP no longer permits customer-owned service after 6 July 2026. Existing conductors can be retained for maintenance, like-for-like replacement and right-sizing; a new configuration is not available.
- Only the utility energizes. APS requires its own inspection of the service equipment in addition to the AHJ's, the contractor initiates it twice, and only authorized APS employees energize. SRP will not energize the load side until the AHJ has approved the installation or a Certificate In-Lieu is provided.
- Money moves first, and no one promises a date. On APS Basic General Service the applicant pays all line extension costs in advance, refundable only through a five-year economic feasibility analysis; SRP contributions in aid of construction are generally non-refundable. Neither utility publishes a committed timeline for commercial new service.
Constraints particular to this work
Arizona has no statewide building or electrical code. Cities adopt by reference under A.R.S. Title 9, the county does the same for unincorporated land under A.R.S. section 11-861, and the only code adopted statewide is the fire code. The consequence here is concrete. The TSMC campus is in the City of Phoenix, on the 2023 NEC since 1 August 2025 under Ordinance G-7397. Intel's Ocotillo campus is in Chandler, on the 2023 NEC by Ordinance 5108 for plans submitted on or after 1 July 2025. A supplier building on unincorporated county land a few miles away is reviewed against the 2017 NEC. Amkor's campus is in Peoria, whose edition should be confirmed in writing with Peoria Development Services before design.
The amendments are where an out-of-state contractor collects a correction notice. In Phoenix, Glendale and unincorporated Maricopa County, NEC 250.118(4) is amended so EMT alone is not an acceptable equipment grounding conductor — a wire-type EGC has to be run.
- Ambient derate. Phoenix is Climate Zone 2B with a cooling design dry bulb near 110 degrees F. NEC Table 310.15(B)(1) corrects the Table 310.16 ampacities, which assume 30 degrees C: at 41 to 45 degrees C a 90 degree C conductor keeps 87 percent, at 46 to 50 degrees C it keeps 82 percent. On a long feeder run that is a conductor size, not a rounding error.
- Rooftop. NEC 310.15(B)(2) adds 33 degrees C where a raceway is in direct sun less than 7/8 inch above the roof. The adder was simplified in 2017, not deleted, and XHHW-2 remains exempt.
- Expansion and enclosures. NEC 352.44 requires expansion fittings once calculated movement reaches 1/4 inch, and sun exposure adds 30 degrees F to that calculation — long PVC runs across a yard cross it easily. And NEMA 3R is rainproof with no windblown-dust requirement, so exterior gear facing haboob exposure wants Type 4 or 4X; NEC 110.28 and Table 110.28 govern selection.
How we deliver it
- Utility and jurisdiction before the one-line. The serving utility is set by address, not city limits — the APS and SRP boundary runs down individual streets in places. We confirm the utility, the AHJ and the adopted NEC edition in writing first.
- Design-build or plan-and-spec. We hold building, engineering, electrical and mechanical licenses, so an industrial scope can be engineered and built on one contract — see design-build and engineering. The gear submittal is then sequenced against the utility's approval, not the GC's wish date.
- Permit and review. Phoenix commercial plan review, permitting and inspections run through SHAPE PHX, which took over commercial work on 27 April 2026. The city's July 2026 report put initial commercial review at 30 days for major projects and 33 for medium and minor — minor running slower than major catches people out. Where a project uses self-certification, electrical over 400 amps or above 22,000 amps of available fault current needs a city-approved electrical peer reviewer.
- Build, inspect, energize. Trench and conduit inspected before backfill, then the AHJ, then the utility's own inspection and energization. Three events, three owners, and the only one we control is being ready for the other two.
- Repeat work on a live site. For an operating plant, the Phoenix Annual Facilities Program puts plan review and inspection with the same staff, which beats a string of one-off permits.

Is industrial construction in Arizona still growing?
Not uniformly, and the honest answer has two parts. The semiconductor anchors are funded and long: TSMC's Arizona commitment stands at 265 billion dollars, Amkor raised its Peoria campus to roughly 12 billion dollars on 8 September 2026, and Intel's Fab 52 in Chandler is in production. But BEX Companies, which publishes AZBEX, forecast Arizona construction volume at 31.1 billion dollars for 2026 against an estimated 31.9 billion in 2025, and its June 2026 midyear update cut the industrial outlook from 14.48 billion to 11.6 billion. Industrial carries the whole decline while other sectors were projected up, which means more bidders per package rather than fewer.
Does the same electrical code apply across all of these campuses?
No, and that is the most useful thing to know before design starts. Arizona has no statewide building or electrical code; every city and the county adopt and amend independently. The City of Phoenix, which contains the north Phoenix campus, has enforced the 2023 NEC since 1 August 2025 under Ordinance G-7397. Chandler adopted the 2023 NEC by Ordinance 5108 for plans submitted on or after 1 July 2025. Unincorporated Maricopa County is still on the 2017 NEC. For Peoria, Gilbert and Tempe we confirm the current adopted edition and the local amendments in writing with that city's building department rather than publishing an edition we cannot verify.
What is the longest-lead item on a large industrial service?
The service equipment, and the reason is approval rather than manufacturing. Every APS commercial meter enclosure must be submitted to APS for review and approval before the equipment is manufactured, and all commercial services above 200 amps require EUSERC-approved CT-rated meter enclosures. A gear package released to the factory ahead of that approval can come back needing to be rebuilt. Neither APS nor SRP publishes a committed timeline for commercial new service, so the only defensible approach is to start the utility application and the enclosure submittal as early in the project as the design allows.
Can you handle medium-voltage service work?
Within the right boundary. Arizona splits contractor licensing at 600 volts: the commercial electrical classification C-11 covers work under 600 volts, while transmission lines, pole work, street lighting of all voltages and public right-of-way work at or above 600 volts fall under A-17. We work the customer side of the point of delivery and coordinate the utility-side scope with APS or SRP rather than performing it. On the customer side SRP allows service at 2,400 over 4,160 or 7,200 over 12,470 three-phase four-wire, and APS covers 601 volts to 15 kV metering and service equipment in its own manual section, so a large process load is a normal conversation.
Who actually turns the power on?
The utility, and only the utility. APS requires its own inspection of the service entrance equipment in addition to the local inspection, the contractor has to initiate that inspection twice, once when the gear arrives on site and again after the inspector's corrections are complete, and only authorized APS employees may energize a service. SRP will not energize the load side until the authority having jurisdiction has approved the installation or a Certificate In-Lieu has been provided. A schedule that assumes energization follows final inspection by a day is a common way an industrial job misses its production date.
