Commercial Electrician in Tempe, Arizona

Design-build, service and distribution, and underground work in a landlocked city that is currently between code cycles.

Tempe holds roughly 211,000 people and ASU's main campus inside about forty square miles, and it ran out of greenfield years ago. That shapes the electrical scope: occupied-building tenant improvements, service upgrades into gear sized for a tenant who left, and site work threaded between utilities that are already in the ground. Two questions decide the schedule on a Tempe job before anyone prices conduit — which utility actually serves the address, and which code edition the permit set is drawn to. Right now the second question has a moving answer, because Tempe is in the middle of a code transition.

The Tempe market, in plain terms

Tempe posted the largest office vacancy decline in the metro in Q2 2026, falling 580 basis points to 9.8 percent. Metro-wide leasing that quarter was 1.5 million SF, up 12.9 percent from Q1, and Class B space still accounted for the greatest volume at 755,175 SF. Class B absorption in a tight submarket means repositioning work: demo back to the slab, new panels and feeders where the old tenant's load bore no relation to the new one, lighting and controls replaced wholesale. That is tenant improvement electrical, and it is the most common thing we bid in Tempe.

ASU has roughly $1 billion of construction underway across its campuses. Named 2026 work on the Tempe campus includes the $187 million, 80,000 SF John S. McCain III Library and Museum, with a ceremonial groundbreaking in January 2026, construction starting late spring 2026 and completion in fall 2028. ASU's 2026 list also carries demolition of Best, Irish and Hayden halls and a new residential complex of about 800 beds due for fall 2028. Institutional work on an operating campus is its own discipline — phased shutdowns, temporary power that has to hold through a semester, and a utility coordination window measured in months rather than weeks.

The rest of the commercial base sits where a local would expect it: the Town Lake waterfront office blocks, ASU Research Park and the Discovery Business Campus on the south side, and the older industrial and flex pockets that are steadily being re-tenanted rather than rebuilt. Very little of this is a clean pad site. Most of it is work performed around an occupied building, an existing service, and a customer who wants the power back on Monday.

Utility first: find out who actually serves the address

SRP names Tempe on its service territory list, and for most Tempe addresses SRP is what you will find. That is not the same as a guarantee. SRP's own list says those cities are "served all or in part," and APS serves parts of several cities that appear on it. The APS/SRP boundary runs through neighborhoods, ZIP codes and in places individual streets. Arizona has no retail electric choice, so the address alone determines the utility, the standards manual, the application portal and the money rules. Guessing from a ZIP code is how a bid ends up with the wrong metering section in it.

  1. Read the utility name on an existing electric bill at the site. Fastest and most reliable when the building is occupied.
  2. Download the APS Phoenix Metro service territory map PDF from the APS service area maps page.
  3. Request an SRP facility map or atlas through SRP's Facility Map Request page.
  4. Call APS at 602-371-7171 (metro Phoenix) or 800-253-9405, or SRP at 602-236-8888.
  5. On an SRP job, the SRP Design Representative formally verifies that the property sits in SRP territory as step D of the Request for Service process. That is the confirmation of record.

The division of labor is the same at both utilities and it surprises people every time. The customer trenches, installs the conduit and pours the transformer pad. The utility sets the transformer, owns the meter, and furnishes and installs the CTs and test switches. Only utility employees energize a service. APS publishes no committed timeline for commercial new service — its construction pages say only that timelines vary by complexity and current turnaround — so anyone quoting you a week count has made it up. We plan underground and utility coordination around that uncertainty instead of pretending it away.

Above 200 A, commercial metering is CT-rated at both utilities. APS ESRM 302.9 requires EUSERC-approved test blocks and bypass provisions for self-contained commercial services at 200 A and below, and EUSERC-approved CT-rated enclosures above 200 A — and it requires every commercial meter enclosure to be submitted through an APS representative for review before the equipment is manufactured. SRP's accepted meter socket ratings are 100 A, 200 A and 400 A, with 400 A residential only, which puts commercial above 200 A on CTs there too. SRP also requires safety test blocks on non-residential services rated 200 A or less. Both standards move: the SRP Electric Service Specifications were republished 30 April 2026 and logged six changes in the following four months, including the elimination of Customer-Owned Service after 6 July 2026. Permits, plan review and the portal

Tempe requires permit applications to be submitted online through the Tempe Citizen Access Portal, with a registered account. Building Safety is at 480-350-4311. Two state statutes set expectations that are worth knowing before you submit.

  • A.R.S. § 9-835 requires every Arizona municipality to publish an overall permit time frame, stated separately as administrative completeness review and substantive review. If the city does not issue a notice of completeness or deficiency within its posted time frame, the application is deemed administratively complete. During substantive review the city may make one comprehensive written request for corrections, amendable only once to add an omitted legal requirement.
  • A.R.S. § 9-500.49 requires administrative staff approval of site, development and design review plans against objective standards without a public hearing, and requires that applicants with a history of code compliance be eligible for expedited review. It is also the statutory basis for the self-certification programs some Valley cities run.

On licensing: the Arizona Registrar of Contractors is the sole licensing authority, and an ROC license is valid in every city and county. Tempe verifies the number at permit issuance rather than issuing its own competency license. The commercial classification is C-11, whose scope is work under 600 volts. Work at or above 600 volts on public right-of-way, transmission lines, pole erection and street lighting of all voltages falls under A-17 instead. The code split is real, and Tempe is mid-transition

Arizona has no statewide building code. Every municipality adopts and amends the NEC on its own schedule, and the Valley currently spans three NEC cycles at once. Phoenix enforces the 2023 NEC under Ordinance G-7397, effective 1 August 2025. Mesa moved to the 2023 NEC effective 8 January 2026 and Glendale effective 9 January 2026; Chandler adopted the 2023 NEC by Ordinance No. 5108 for plans submitted on or after 1 July 2025. Scottsdale is a cycle back, on the 2020 NEC with the 2021 I-Codes since 1 January 2023. Unincorporated Maricopa County is two cycles back on the 2017 NEC, adopted by the Board of Supervisors in August 2022.

Tempe's own position we will not state as fact, because we have not confirmed it with the department and a wrong edition on a public page is exactly the error an electrician catches. The practical cost of the split is not theoretical. A crew can rough in a Tempe building in the morning and a county-island job or a Scottsdale suite in the afternoon under a different NEC cycle. Receptacle and GFCI scoping, surge protection requirements, working space, and what an inspector will accept at the panel all move between cycles. Heat is a design input here

ASHRAE cooling design conditions for Phoenix are cited at 110.2°F dry bulb and 70.0°F wet bulb. The Informational Note under NEC 310.15(B) points to the ASHRAE Handbook of Fundamentals as the source for ambient temperature at a location, which is the defensible basis for correcting ampacity at roughly 110°F rather than at a guess.

The rooftop adder was simplified in the 2017 NEC, not deleted. Where a raceway or cable is exposed to direct sunlight on or above a roof and the distance from the roof surface to the bottom of the raceway is less than 23 mm (7/8 in.), 33°C (60°F) is added to the outdoor temperature before Table 310.15(B)(1) is applied. In the 2020 and 2023 NEC that rule sits at 310.15(B)(2), titled "Rooftop." Separately, NEC 310.10(D) requires conductors exposed to direct sun to be listed or marked sunlight resistant. On a Tempe rooftop unit replacement, those two items together often decide the feeder size, and they are the derate most commonly missed in a takeoff done from a template.
