Arizona ROC licences are issued by the state and are valid in every Arizona county, Maricopa County included.
What to send with a bid request
A full plan set with specs and addenda, or a photograph and a paragraph — either is enough to start. Every item below that you can send removes an assumption from the number, and assumptions are what come back as change orders. Plan sets are usually too large for a form, so paste a plan-room or file-share link into the message box.
- The plan set and the specification sections, with every addendum issued so far.
- The bid date, and who the proposal goes to.
- The site address. The city, or unincorporated county, decides the code edition and the amendments; the parcel decides APS, SRP or, in downtown Mesa, the city's own utility.
- For an existing building: photographs of the service equipment and panels with the nameplates legible, and a recent utility bill.
- A target energization date, so the utility application and the gear lead time can be worked backward from it.
- Any owner-furnished equipment, because a meter enclosure the utility has not pre-approved is a schedule problem no drawing can fix.
What happens after you send it
- Someone reads it the same day. During business hours a bid request goes straight to an estimator.
- We come back with questions, or with a plan. On a plans-and-specs job that usually means confirming the drawing set, the addenda and the bid date. On a service or upgrade it usually means a site visit.
- You get a written proposal. Scope, inclusions and exclusions written out, and a price — not a range.
If the scope is still a sketch, design-build puts the load study and the utility application ahead of the drawings. If the question is how to pay for it, businesses can finance the whole project through Credit Key.

Frequently asked questions
Can you price from partial drawings?
Yes. We estimate from the documents you have, partial sets included, and write the assumptions down rather than burying them in a lump sum.
Do you take same-day or emergency calls?
No. We do scheduled, permitted work during business hours, Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM. Tell us what is wrong and we will schedule it. If the power is out, call your serving utility first.
Which areas do you cover?
Phoenix and the rest of Maricopa County, including Scottsdale, Mesa, Chandler, Gilbert, Tempe, Glendale, Peoria, Surprise, Goodyear, Buckeye, Avondale and Queen Creek.
How fast will I hear back?
An estimator reads every request the same day during business hours. A plans-and-specs bid then takes as long as the scope does, and we will tell you up front whether we can make your bid date.
