Healthcare and Medical Facility Electrical

Article 517, the essential electrical system, and the constraints that come with building inside a hospital that never closes.

Healthcare is the market where the electrical scope is written around what happens when the power stops. NEC Article 517, NFPA 99 and NFPA 110 define an essential electrical system with its own branches, wiring separation, transfer timing and acceptance testing. Most of what is being built in the Valley is renovation on campuses that stay open through construction, which puts infection control and outage planning in the bid alongside conduit and wire. Read this as capability: we do not list hospital projects we have not built.

Mayo Clinic is putting nearly $1.9 billion into a 1.2 million square foot expansion of its Phoenix campus, running to 2031 — a procedural building, a five-floor expansion of the Specialty Building, 11 operating rooms, two patient units carrying 48 beds, and close to 60 percent more clinical space.

It is not alone. HonorHealth completed a $170 million expansion at Deer Valley Medical Center, 204 beds to 238, finishing in 2026. Phoenix Children's opened a $195 million Arrowhead Campus and added 97 rooms at its Thomas Campus. Banner Health's $400 million-plus, 384,000 square foot Scottsdale campus is announced for 2026, with one source putting phase one in early 2027, and Dignity Health's 300,000 square foot outpatient campus at the Loop 101 and Scottsdale Road is expected to start in 2027.

The Arizona Builder's Exchange midyear update of 26 June 2026 projects Arizona healthcare construction volume rising from $656.9 million in 2025 to $722.7 million in 2026, one of the few sectors AZBEX marks up. Most of it is fit-out inside occupied buildings, which changes a bid more than square footage does.

What the electrical scope actually is

Two systems run in parallel through a hospital. The normal system feeds what any commercial building feeds. The essential electrical system feeds what has to survive loss of the utility, and it splits into branches that must stay independent of each other and of everything else.

Around that sits the rest: service and distribution gear, generators and transfer switches, headwall rough-in, operating room isolated power panels and line isolation monitors, imaging feeders for MRI, CT and linear accelerators, and pathway for the nurse call, telemetry and med-gas alarm systems other trades terminate.

Imaging feeders are a procurement problem before an electrical one. Momentary kVA, disconnect location, the vendor's grounding requirement and the shielded-wall penetration all come from a submittal the owner is often still negotiating. Ask for the cut sheets at bid, not at rough-in.

Article 517, and the code edition your jurisdiction adopted

NEC 517.13 shapes the rough-in: circuits serving patient care spaces need a metal raceway or cable armor qualifying as an equipment grounding conductor under 250.118 and a separate insulated copper EGC. Phoenix, Glendale and unincorporated Maricopa County require that second conductor building-wide anyway, amending NEC 250.118 item (4) to read 'electrical metallic tubing with an additional equipment grounding conductor.'

The counts are prescriptive and they get counted at inspection. A Category 2 general care bed location takes a minimum of eight receptacles on at least two branch circuits, one or more from the critical branch (NEC 517.18). A Category 1 critical care bed location takes 14 (NEC 517.19). NFPA 99 puts the risk category designation on the facility's governing body, so get that schedule in writing before anyone prices a headwall.

Two more move money. NEC 517.17 requires a second level of ground-fault protection downstream of the service or feeder disconnect, fully selective with a minimum six-cycle separation between trip bands and performance tested at installation. NEC 517.31(G) requires the essential system's overcurrent devices to be coordinated for any fault lasting longer than 0.1 second. Both are power system studies whose settings have to be loaded and proven.

Arizona has no statewide building code. Each municipality adopts and amends independently, so two campuses of one health system can sit on different NEC editions. Phoenix is on the 2023 NEC (Ordinance G-7397, effective 1 August 2025), as are Mesa, Chandler and Glendale. Scottsdale is on the 2020 NEC. Unincorporated Maricopa County is still on the 2017 NEC. Gilbert, Peoria and Tempe should be confirmed with each city's building department before design — we will not publish an edition for those three.

One desert item that gets missed on rooftop mechanical feeders: NEC 310.15(B)(2) adds 33°C (60°F) for a raceway less than 7/8 in. above the roof, XHHW-2 exempt, against an ASHRAE design temperature for Phoenix cited at 110.2°F.

Occupied space, infection control and phased cutovers

On an operating campus the infection control risk assessment is the owner's document and it governs how the work gets done. The ICRA combines the construction activity with the risk group of the adjacent areas and assigns a class of precautions — barrier, negative air machine, HEPA filtration, anteroom, traffic route, clean-up. The same conduit run above an occupied ceiling and in a shelled floor are two different jobs.

  • Above-ceiling and hot work permits are issued per area per shift. That is a schedule constraint, not paperwork.
  • Interim life safety measures stay in force while exits, alarm devices or smoke barriers are affected.
  • Every barrier penetration is a rated detail with an inspection behind it. Count them at takeoff.

Phased cutovers are where hospital jobs go wrong, and the method that works is boring: a switching sequence agreed in writing with facilities and clinical engineering, temporary feeds proven under load before anything is opened, a defined point of no return, and a rollback that fits inside the window.

Night and weekend work belongs in the bid, not the change order. Phoenix charges $195 per hour for inspections outside normal hours, minimum $390 just outside the inspection day and $585 on a weekend, plus $195 per re-inspection past the first free correction visit.

Permits, utility approvals and the dates they set

Phoenix commercial permitting runs through SHAPE PHX, which took over commercial plan review and inspections on 27 April 2026. The city's July 2026 turnaround report puts initial review at an average of 30 days for major projects and 33 days for medium and minor alike — minor commercial is eight days over goal and slower than major, so a small clinic fit-out is not the fast lane it looks like.

The utility submittal sits in front of the gear order, not behind it. APS ESRM 302.9 requires every commercial meter enclosure to be approved by APS before the equipment is manufactured, plus a separate application whenever the service equipment includes any provision for an existing or proposed generator. On a hospital, it always does.

The rest is predictable if you plan for it. APS commercial services above 200 A need a EUSERC-approved CT-rated meter enclosure, and APS inspects the service entrance equipment itself on top of the AHJ inspection — initiated twice, when the gear lands and after corrections. Only APS employees energize a service, and APS publishes no committed timeline for commercial new service, so we will not quote you one. On SRP jobs the customer provides trench, conduit and pad with 12 feet of clear working space at the front.

How we deliver it, and where we are the wrong call

Where we are the wrong call, plainly. We are not the nurse call, medical gas, imaging or fire alarm vendor — we build pathway and power for them and coordinate the interfaces. We will not price an essential electrical system off a one-line without the patient care space categories behind it, or bid a cutover in an occupied unit without a defined outage window and the ICRA class in writing. We do not run a 24-hour emergency service; this is scheduled, permitted work, Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM.

Frequently asked questions

Can you work inside an occupied hospital?

Yes, and it is most of what healthcare electrical work is in this market right now. The controlling document is the infection control risk assessment the facility issues. It assigns a class of precautions based on the construction activity and the risk group of the adjacent areas, and that class determines the barriers, negative air machines, HEPA filtration, anteroom, traffic route and clean-up we carry in the price and the schedule. We also work to the facility's above-ceiling and hot work permit process and to whatever interim life safety measures are in force while exits, alarm devices or smoke barriers are affected. What we ask for before bidding is the ICRA class and the outage windows in writing, because both change the labor hours substantially.

What is the essential electrical system and which parts would you install?

It is the part of a hospital's power system that has to survive loss of the utility, and the code divides it into three branches. The life safety branch carries egress and exit lighting, exit signs, fire alarm, medical gas alarms, emergency communication and elevator cab lighting and controls, and transfers automatically within ten seconds. The critical branch carries task illumination and selected receptacles in patient care spaces, isolated power systems, nurse call, blood and tissue storage and treatment areas, also within ten seconds. The equipment branch carries central medical suction and compressed air, smoke control and stair pressurization, isolation room ventilation, selected elevators and heating equipment, on a delayed automatic or delayed manual transfer. We install all three along with the generators, transfer switches, feeders and the branch separation the code requires, and we support acceptance testing.

Which NEC edition applies to my project in the Valley?

It depends entirely on the city, because Arizona has no statewide building code. Each municipality adopts and amends the National Electrical Code independently, which is the single most useful thing to know about permitting here. The City of Phoenix is on the 2023 NEC, adopted by Ordinance G-7397, effective 1 August 2025. Mesa moved to the 2023 NEC effective 8 January 2026, Glendale effective 9 January 2026, and Chandler also adopts the 2023 edition. Scottsdale is on the 2020 NEC. Unincorporated Maricopa County is still on the 2017 NEC. Gilbert, Peoria and Tempe should be confirmed directly with each city's building department before design, and we will not state an edition for those three. Two campuses of the same health system fifteen minutes apart can genuinely sit on different editions.

Why do you ask for patient care space categories before pricing?

Because the prescriptive counts in NEC Article 517 come from them and they drive real money. A Category 2 general care bed location requires a minimum of eight receptacles on at least two branch circuits, with one or more from the critical branch. A Category 1 critical care bed location requires a minimum of fourteen receptacles under the same circuiting rules. Every patient care space also needs the redundant grounding of NEC 517.13, which means a qualifying metal raceway or cable armor plus a separate insulated copper equipment grounding conductor. NFPA 99 assigns the risk category designation to the facility's governing body rather than to the electrical contractor, so that schedule has to come from the owner or the engineer. Pricing a headwall without it is guessing.

Who handles the utility side when we replace service gear or add a generator?

We do, and it has to start early. APS requires every commercial meter enclosure to be submitted and approved before the equipment is manufactured, and requires a separate application whenever the service equipment includes any connection or provision for an existing or proposed generator or inverter, which on a hospital it always does. Commercial services above 200 amps need a EUSERC-approved current transformer rated meter enclosure. APS also inspects the service entrance equipment itself in addition to the city inspection, and the contractor initiates that inspection twice, once when the gear arrives and once after corrections are complete. Only APS employees energize a service, and APS publishes no committed timeline for commercial new service, so anyone quoting you a week count is making it up. On SRP jobs the customer provides the trench, conduit and transformer pad with twelve feet of clear working space at the front of the pad, and SRP will not energize the load side until the authority having jurisdiction has approved the installation or a Certificate In-Lieu is provided.

How long does a Phoenix commercial permit take?

The city's own July 2026 turnaround report puts initial commercial plan review at an average of thirty days for major projects, meaning over 50,000 square feet and more than five million dollars, and thirty-three days for both medium and minor projects. Minor commercial, anything under 5,000 square feet or less than 350,000 dollars, is currently running eight days over its goal and slower than major work, so a small clinic fit-out is not the quick path it appears to be. Phoenix self-certification can produce a permit in one to five business days where a registered professional certifies compliance, at a ten percent program administration surcharge and with audit exposure. For a campus doing continuous work the Annual Facilities Program is usually the better vehicle, and electrical submittals under it require a one-line diagram, load calculations and fault current calculations.
