How to use it. Set the panel voltage, main type (main breaker or main lug only), rating, and the number of spaces and circuits — a 40-space load center holds up to 80 circuits with tandem (half-size) breakers, so set circuits accordingly. Then fill in each circuit’s breaker size, poles, optional VA, and description. The phase column (A/B for single-phase, A/B/C for three-phase) fills in automatically by slot. The breaker list includes tandem (two 1-pole in one space) and quad / triplex “space-saver” breakers (two 2-pole, or a 2-pole plus two 1-pole, in two spaces) — a quad or triplex shows a small VA and description box for each sub-breaker, and the load is placed on the correct phase per circuit (a triplex’s two 1-poles land on opposite phases).
Auto VA. When you pick a breaker, the VA field auto-fills with a real-world demand estimate — about 35% of the circuit’s capacity on single-phase services and 45% on three-phase, reflecting typical utilization rather than the breaker’s theoretical maximum (most panels average roughly 30–60% of full capacity in practice). It’s only a starting point — edit each VA to your actual connected load for an accurate schedule. Any value you type is kept and won’t be overwritten when you change the breaker; clearing a field re-enables the default.
Load balancing. Enter a VA per circuit and the summary computes the connected load on each phase — a 1-pole load lands on its phase, a 2-pole splits across two phases, a 3-pole across three — with a phase-imbalance percentage so you can rebalance before you wire it. On 120/240 V 3Ø (high-leg), remember phase B is the high leg (~208 V to neutral) — no 120 V loads on B.
Main capacity. The summary also compares your total connected VA to what the main / service can carry (main amps × system voltage). It warns once you reach 80% of the main (the NEC continuous-load limit, where you should increase the service size) and flags an over-capacity condition when total VA exceeds the main — at which point you need to reduce circuit loads or increase the service / main size.

The summary also flags a high-leg violation if a 1-pole breaker lands on phase B of a 120/240 V 3Ø system.

Panel schedules in a Phoenix permit set
A panel schedule is not paperwork that trails the job; in metro Phoenix it is part of the permit set that goes to plan review, alongside the load study, the one-line and the photometrics. We built this generator for our own estimators and designers producing those sets across Maricopa County, and left it open. Balance the phases, total the loads and print a clean sheet a reviewer can read.
Plan review takes longer than people budget for
Phoenix commercial plan review runs through SHAPE PHX, which took on commercial work on 27 April 2026. The city publishes its real turnaround: in the July 2026 report, major commercial projects averaged 30 calendar days for first review, medium projects 33 days, and minor projects — under 5,000 square feet or under $350,000 — 33 days against a 25-day goal. Small tenant improvements are currently the slowest tier. A schedule that is wrong or missing is a correction, and A.R.S. §9-835 limits the city to one comprehensive correction request — so make the first submission the complete one.
Which code edition applies
Phoenix, Mesa, Chandler, Glendale and Buckeye are on the 2023 NEC; Scottsdale is on the 2020; unincorporated Maricopa County is still on the 2017. For Gilbert, Peoria and Tempe we confirm the adopted edition with the jurisdiction before design starts. A local amendment worth knowing on the schedule itself: Phoenix, Glendale and unincorporated Maricopa County require a wire-type equipment grounding conductor rather than relying on EMT alone, so the raceway and conductor counts behind each circuit differ from a set drawn to the national book.
