Commercial Generator and Transfer Switch Installation in Phoenix
Gen-sets, automatic transfer switches and the utility submittals, scoped against the code edition the jurisdiction actually enforces.
Standby power is one of the few commercial electrical scopes where a decision made in week one is still costing money in month nine. The gen-set and the transfer switch are long-lead items, both Valley utilities want their own submittal, and the NEC article a load falls under decides how much of the building gets rewired around it. This page covers how we scope, price and build standby and emergency power in Phoenix and the surrounding Maricopa County jurisdictions.
Article 700, 701 or 702 — decide this before you price anything
The first question on a standby job is not the kilowatt rating. It is which NEC article the connected loads fall under. That answer sets transfer time, wiring separation, coordination, fuel and testing, and every one of those is a real line item. Settle it in design, not at rough-in.

Most buildings mix all three off one set, which is allowed. The money hides in the mixing: the moment an Article 700 load rides a feeder, that feeder inherits 700 rules. Article 708 critical operations power systems apply only where a governmental authority has designated the facility as critical infrastructure — absent that designation in writing, you are not in 708.
Selective coordination under 700.32 and 701.32 is an engineered result, not a note on a drawing — frames, trip units and settings chosen so a branch fault clears at the branch and nowhere upstream. If the spec requires it and the gear was bought on price, the fix is new gear. Run the short circuit and coordination study before the switchgear release, not after.
The utility submittal that is not on your bar chart
Both Valley utilities want to know about a generator, and they want to know early. APS ESRM 302.9 is explicit: a separate application is required for review and approval whenever service equipment includes any connections or provisions for existing or proposed inverters or generators. Provisions count — a service section ordered with a generator breaker space is enough to trigger it. That application runs through APS PowerClerk, and it is on top of the equipment submittal APS already requires for every commercial meter enclosure before the switchboard is manufactured.
SRP is a different process entirely. SRP is not rate-regulated by the Arizona Corporation Commission, so the Level 1 / Level 2 / Level 3 tracks a contractor learns on APS work do not apply. SRP uses its own classes by nameplate — Class I up to 20 kW, Class II above 20 kW to under 1 MW, Class III 1 MW to under 3 MW, Class IV 3 MW and above — and where a site has several connections, the class is the sum of them. SRP also will not energize the load side until the AHJ has approved the installation, or until it receives a Certificate In-Lieu of Electrical Clearance carrying the electrical contractor's license number; there is a separate In-Lieu form for interconnection projects.
Transfer scheme drives how hard that review gets. Open transition breaks before it makes and never parallels. Closed transition overlaps with the utility for a fraction of a second, and a peak-shaving arrangement runs in parallel by design — both of those are generation on the utility's system and are reviewed as such. APS asks for at least ten business days' notice before a generating facility commences interconnected operation or before commissioning tests. APS publishes no committed turnaround for commercial new service, so anyone quoting you a firm utility week count is guessing. Only authorized APS employees energize a service, and APS inspects the service entrance equipment itself in addition to the city or county inspection.
Transfer switches, neutrals and the grounding decision
Size the transfer switch to the load it actually carries, not to the generator. Then decide, on paper, whether it is three-pole or four-pole, because that choice determines whether the generator is a separately derived system. Switch the neutral and it is: the system bonding jumper and the grounding electrode connection belong at the generator per NEC 250.30, with no neutral-to-ground bond downstream. Leave the neutral solid through a three-pole switch and it is not: the bond stays at the service, and a bonding jumper added at the generator creates parallel neutral paths. On a service with ground-fault protection, that is the most common reason a new standby system trips the main on its first test.
Numbers worth putting on the drawing. Generator output conductors are sized at not less than 115 percent of nameplate current under NEC 445.13. NEC 445.18 requires a disconnecting means and, for sets over 15 kW, an emergency shutdown means located outside the generator enclosure or equipment room. NEC 110.26 working clearance applies at the transfer switch and the generator distribution section as installed, with the doors on, not as drawn. And across Phoenix, unincorporated Maricopa County and Glendale, NEC 250.118(4) is amended so EMT alone is not an acceptable equipment grounding conductor — pull a wire-type EGC in every generator feeder and control raceway. That amendment catches more out-of-state contractors than any other rule in the Valley.

Phoenix heat, monsoon dust, and the derates people forget
Ampacity tables assume a 30 degree C ambient, which is 86 degrees F. Phoenix does not oblige. ASHRAE's cooling design dry bulb for Phoenix is about 110 degrees F, and the informational note under NEC 310.15(B) points to the ASHRAE Handbook as the source for local ambient — that is the defensible basis for correcting rather than guessing. At a 41 to 45 degree C ambient a 90 degree C conductor keeps 87 percent of its table ampacity; at 46 to 50 degrees C it keeps 82 percent. If the run sits less than 7/8 inch above a sunlit roof, NEC 310.15(B)(2) adds 33 degrees C before that correction is applied, with XHHW-2 exempt. A feeder from a pad-mounted set to an interior transfer switch can lose a conductor size to those two rules alone; the wire ampacity calculator will run the correction if you want to check a specific run.
Enclosures deserve the same scrutiny. NEMA Type 3R is rainproof and says nothing about windblown dust; Type 4 and 4X do. A haboob is exactly the event a standby system is supposed to ride through, so a 3R default on an outdoor transfer switch or control cabinet is worth a second look. NEC 110.28 and Table 110.28 govern enclosure selection by location, and an IP rating is not a substitute for an enclosure type rating. Exposed PVC needs expansion fittings under NEC 352.44 — the trigger is a quarter inch of length change, which a sunlit Phoenix run clears without difficulty.
Fuel, and the gas piping we do not touch
Diesel and natural gas are not interchangeable, and the code article usually makes the choice. Where an internal combustion engine is the prime mover on an Article 700 emergency system, NEC 700.12 expects an on-site fuel supply sufficient for at least two hours at full demand. A natural-gas set has no on-site supply, so whether it can serve Article 700 loads is a question for the authority having jurisdiction — ask it during plan review and get the answer in writing, rather than discovering it at start-up. NFPA 110 classifies a system by how long it runs on stored fuel, and that class sets tank size, pad size and the fire-code review that follows.
Fuel storage is a fire-code review, not an electrical one. Phoenix pairs the 2023 NEC and the 2024 code family with the 2018 Phoenix Fire Code under Ordinance G-7397. Arizona's one genuinely statewide construction code is the fire code — Ariz. Admin. Code R4-36-201 incorporates the 2024 International Fire Code as the Arizona State Fire Code — but a large municipality that has adopted its own fire code enforces that instead. Confirm which applies before anyone sizes a tank.
We do not install gas piping. Running and pressure-testing gas to a natural-gas or bi-fuel set is a separate licensed trade and belongs in the mechanical or plumbing scope, under the jurisdiction's adopted International Fuel Gas Code — the 2024 IFGC in Phoenix, the 2018 IFGC in unincorporated Maricopa County. We coordinate the stub location, the regulator clearance and the sequencing, and we take the work from the generator terminals outward. If a bid package hands gas piping to the electrical contractor, raise it at the pre-bid so it gets priced by the trade licensed to do it.
Load banks, acceptance testing and the permit path
A standby system that has never been loaded is a guess. NFPA 110 requires monthly exercise, and where a diesel set cannot reach 30 percent of nameplate kW on that monthly run, it requires an annual supplemental-load test stepping through 25, 50 and 75 percent for a total of two continuous hours. The reason is wet stacking: a chronically underloaded diesel leaves unburned fuel in the exhaust, glazes liners, and will not carry the building when it is finally asked to. Budget the load bank and a permanent connection point at design. Cutting one into a finished generator room later is avoidable cost.
Acceptance testing is a scheduled event, not a formality. NEC 700.3 has the authority having jurisdiction conduct or witness a test of the complete emergency system on installation, with written records kept afterwards. The inspector, the manufacturer's start-up technician and the controls vendor all need to be on site the same morning. Missing one costs a re-inspection, which runs $195 each in Phoenix after the first correction re-inspection.
Permits in Phoenix run through SHAPE PHX, which has carried commercial plan review, permitting and inspections since 27 April 2026; electrical is a separate trade permit. The city's own July 2026 turnaround report puts average initial commercial review at 30 calendar days for major projects and 33 days for both medium and minor — minor commercial is running about eight days past its own 25-day goal, so a small generator addition is not a fast permit. Expedited review costs three times the basic plan review fee, and a Temporary Certificate of Occupancy is $780 per request if the generator is the item holding the building. Across the line in unincorporated Maricopa County the AHJ is Maricopa County Planning and Development, permits go through the Tyler EnerGov Permit Center, and the adopted electrical code is still the 2017 NEC.
Arizona has no statewide building or electrical code. Cities adopt by reference under A.R.S. Title 9 and counties adopt for unincorporated areas under A.R.S. 11-861. Phoenix, Mesa, Chandler and Glendale enforce the 2023 NEC; Scottsdale enforces the 2020 NEC; unincorporated Maricopa County is on the 2017 NEC. Gilbert, Peoria and Tempe should be confirmed with each city's building department before design — we call rather than publish an edition we have not verified ourselves. Two sites four miles apart can sit on different cycles, and the standby articles are not word-for-word identical across them.

What is the difference between legally required standby and optional standby?
Legally required standby is NEC Article 701: loads that a code, an ordinance or the authority having jurisdiction requires to be backed up, but which are not the life-safety loads covered by Article 700. Power has to be available within 60 seconds, and the overcurrent devices have to be selectively coordinated with the devices upstream of them. Optional standby is NEC Article 702: loads the owner simply chooses to keep running, with no code transfer time and no coordination mandate. The classification comes from the building code and the code official, not from owner preference, so it should be confirmed during plan review rather than assumed on the one-line.
Do I need a utility application for a generator that never parallels with the grid?
Usually yes, at least for the service equipment. APS ESRM 302.9 requires a separate application for review and approval whenever service equipment includes any connections or provisions for existing or proposed inverters or generators, and that language covers provisions, not only live connections. A closed-transition or peak-shaving arrangement goes further, because it is genuinely generation operating in parallel with the utility, and APS asks for at least ten business days notice before a generating facility begins interconnected operation or commissioning tests. On SRP the process differs again, because SRP is not rate-regulated by the Arizona Corporation Commission and runs its own Class I through Class IV scheme.
How long will the generator permit take in Phoenix?
The city's July 2026 turnaround report shows average initial commercial plan review running 30 calendar days for major projects, 33 for medium and 33 for minor, against published goals of 45, 35 and 25 days. Small projects are the counterintuitive part: minor commercial is currently about eight days past its own goal, so a modest generator addition does not move through faster than a large project. Expedited review is available at three times the basic plan review fee, subject to the department's approval. Electrical is a separate trade permit and the whole submittal runs through the SHAPE PHX portal.
Does the generator have to be diesel?
Not always, but the code article decides more than preference does. Where an internal combustion engine is the prime mover on an Article 700 emergency system, NEC 700.12 expects an on-site fuel supply sufficient for at least two hours at full demand, and a natural gas set has no on-site supply. What is a load bank test, and does my building actually need one?
A load bank is a resistive load connected to the generator so the set can be run at a known percentage of its rating without depending on the building's real load. The practical reason is wet stacking, where a chronically underloaded diesel accumulates unburned fuel in the exhaust and degrades. The load bank connection point is inexpensive at design and expensive to retrofit.
Can a generator be added to an existing building without replacing the switchgear?
Sometimes, and the answer usually turns on three things. First, whether the existing service section has physical room and bus capacity for a generator or transfer connection. Second, whether the available fault current and the existing gear's interrupting rating still work once the system changes. Third, whether the specification calls for selective coordination under NEC 700.32 or 701.32. Coordination is the item that most often forces new gear, because it depends on breaker frames, trip units and settings rather than on spare capacity. A short circuit and coordination study up front will tell you which situation you are in before anything is ordered.
