Preventive maintenance, infrared surveys, torque verification and repairs on commercial and industrial gear across the Phoenix metro.
Most electrical maintenance in the Valley gets bought after something has already failed. The version worth paying for happens on a calendar: infrared under real load before summer, a de-energized visit while the building is empty, terminations torqued to the manufacturer's value with a calibrated tool, and a written record of what was found. We do that work scheduled, permitted, and during posted hours — Monday to Thursday 6:00 AM to 3:00 PM, Friday 6:00 AM to 2:00 PM. We are not a 24/7 emergency board, and you should know that now rather than at 11 PM on a Saturday.
What we do, and what we do not
Scheduled maintenance and repair on commercial and industrial systems: service equipment, switchboards and switchgear, panelboards, dry-type transformers, motor control, feeders, branch circuits and lighting.
- Infrared thermography under load, reported with the equipment, the load, the ambient, the temperature rise and the camera used.
- Torque verification and re-termination to NEC 110.14(D), with a calibrated tool and the manufacturer's published values.
- Gear inspection — enclosures and gaskets, bus and lugs, working space under NEC 110.26, correct schedules, legible arc flash and fault current labels.
- Breaker inspection, exercise and replacement, feeder and branch-circuit repairs, disconnect and starter replacement, lighting and control repairs.
- Correction of what the survey finds, priced as its own permitted scope.
Where we are the wrong call
- The building is dark right now and you need someone tonight. We do not staff a night board, and a contract with us will not change that.
- You want one flat monthly fee that swallows unknown failures. We quote the visit, then quote the found work.
- Unscheduled trouble calls. This is scheduled, permitted work.
- Acceptance and maintenance testing of low-voltage power breakers, relays and trip units. That belongs to a specialist testing firm; we arrange it, provide the shutdown, and act on the report.

How a maintenance visit runs
A survey is worth what its documentation is worth. Ours runs in three passes, and the shutdown window gets settled first because it drives everything else.
- Energized walk. Nameplate data, fault current and arc flash labels, enclosure types against actual exposure, working space obstructions, schedule accuracy, heat and corrosion damage. This pass also finds the circuits nobody can identify.
- Infrared under load. Thermography on an unloaded panel proves nothing. We survey while the building runs, covers off or through fixed IR windows, comparing phase to phase and against identical components rather than one absolute number. A rooftop section in July reads hot because it is hot: the ASHRAE cooling design dry bulb for Phoenix is about 110 degrees F, and that ambient comes out before anything is called a defect.
- De-energized visit. Lockout, covers off, clean, inspect bus and lugs, verify torque, exercise breakers, replace what the first two passes flagged. This one needs a real outage, so it books weeks out.
On torque, specifically
NEC 110.14(D) requires terminations to be tightened to the value indicated on the equipment or in the manufacturer's instructions, by an approved means — a calibrated torque wrench and the manufacturer's table, not feel. It also means reading what that manufacturer says about connections already torqued: some direct a check, some a loosen-and-re-torque, some say leave it alone. A blanket "re-torque everything annually" policy is not a code requirement and damages some terminations. The rule has been in the NEC since the 2017 edition, so it applies on the 2017, 2020 and 2023 cycles alike.
You get photographs, thermal images carrying load and ambient, the torque record, and a priced correction list split three ways: now, next shutdown, next budget year.
What the desert does to gear
Phoenix does not fail equipment in interesting new ways. It fails it in the same few ways, faster, and the findings repeat from building to building.
- Ambient against ampacity. NEC Table 310.15(B)(1) corrects the Table 310.16 ampacities, which assume a 30 degrees C ambient. At 41-45 degrees C a 90 degrees C conductor keeps 87 percent of it; at 46-50 degrees C, 82 percent. An unconditioned electrical room in August sits in that band.
- Rooftop runs. NEC 310.15(B)(2) adds 33 degrees C (60 degrees F) to the outdoor temperature where a raceway in direct sun sits less than 7/8 in. above the roof; Type XHHW-2 is exempt by the exception. Old THHN strapped flat to a deck is a standing finding, and re-supporting it off the roof usually beats upsizing conductors. NEC 310.10(D) also wants sun-exposed conductors listed or marked sunlight resistant.
- PVC movement. NEC 352.44 requires an expansion fitting where calculated movement in a straight run reaches 1/4 in., and NEMA practice adds 30 degrees F to the high ambient on sun-exposed runs. Pulled couplings are a line item here.
- Windblown dust. NEMA Type 3R is rainproof and carries no windblown-dust requirement at all; Type 4 and 4X do, and NEC 110.28 governs the selection. After a monsoon season we open 3R enclosures on site lighting and pump panels and find dust bridging terminals.

Permits, inspections and the fees nobody budgets
Phoenix issues separate trade permits for electrical work, and a repair is not exempt because it is small. Unincorporated Maricopa County sorts electrical permits three ways: automated web-issued; non-technical, issued in one to two business days, covering clearances up to 200 amps and like-for-like replacements; and technical review, needing a site plan, above 200 amps.
For a campus or plant with continuous small work, the vehicle worth knowing is the City of Phoenix Annual Facilities Program at City Code Appendix A.2 Section 218: the staff who review the plans are the assigned inspectors. Electrical submittals still need a one-line diagram, load calculations and fault current calculations. Mesa runs its own version, plus a Permit by Inspection track.

That table is the honest reason we push maintenance into daytime: only the first inspection and one correction re-inspection come with the permit fee. One more trap — a service inactive more than about six months generally needs an Electrical Utility Clearance Only permit before the utility will energize it.
Your building was built to one code edition. The repair is judged against another
Arizona has no statewide building or electrical code. Cities adopt by reference under A.R.S. Title 9, Chapter 7, Article 3; counties adopt for unincorporated areas under A.R.S. 11-861. Two buildings across a street can be maintained under different NEC cycles, and what governs your repair is the edition in force where the permit is pulled.

On maintenance work the local amendments bite harder than the edition, because they decide whether what you already have is legal to extend.
- EMT alone is not an acceptable equipment grounding conductor in Phoenix, unincorporated Maricopa County or Glendale. All three amend NEC 250.118(4) to read "electrical metallic tubing with an additional equipment grounding conductor." Rework an existing EMT circuit there and a wire-type EGC goes in with it. It is the most common correction notice an out-of-state contractor collects here.
- NM cable is amended out of commercial buildings in Phoenix and Glendale. We still find it above ceilings in older tenant work. It gets replaced, not patched.
- HVAC receptacle GFCI is not uniform. Phoenix has deferred enforcement of 2023 NEC 210.8(F) Exception No. 2 until 1 March 2027; Chandler amended it so GFCI is not required for listed HVAC equipment.
Who owns the cable that failed
On service-side failures, ownership decides who pays and who is allowed to touch it, and SRP changed its rules recently enough to be worth restating.
- SRP no longer permits customer-owned service after 6 July 2026. Existing customer-owned conductors may be retained for maintenance, like-for-like replacement and right-sizing — and where they are, the point of delivery stays at the transformer secondary bushings and you own and maintain the cable.
- An existing service entrance section above 3,000 amps may likewise be retained rather than replaced wholesale.
- Only utility employees energize, and SRP will not energize the load side until the AHJ has approved the installation or it holds a Certificate In-Lieu carrying the contractor's license number.
- APS will not accept a meter location without three feet of clear, continuously unobstructed working space at the face of the panel (ESRM 301.6). Storage racks, a new fence or a grown-in hedge quietly put an existing installation out of compliance.
Both utilities state that their specifications supplement the NEC and the local code rather than replace them. City lines are not utility lines either: SRP's service list reads "served all or in part," and downtown Mesa has its own municipal utility.

Frequently asked questions
Do you offer 24/7 emergency electrical service?
No. We do scheduled, permitted work during posted business hours, Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM. If your building is down right now, call the serving utility first, APS or SRP, and then a contractor who staffs an after-hours board. We will take the work that follows the outage: diagnosing what failed, repairing or replacing it, and getting it permitted and inspected. Planned night and weekend shutdowns are a different matter, and we schedule those in advance.
How often should commercial electrical gear be surveyed?
No permit or inspection in Phoenix forces an interval. NFPA 70B is the standard people usually have in mind, and it is not part of the code package Phoenix adopted under Ordinance G-7397, so the real drivers are your insurer, your equipment warranties and what an unplanned outage costs you. What we normally propose is an infrared survey under load once a year ahead of the summer peak, and a de-energized inspection with torque verification on a longer cycle set by how critical the equipment is. Read your insurance policy language first, because some carriers write the interval in.
Do I need a permit to replace a breaker or repair a feeder?
Usually yes, and the path depends on the jurisdiction. Phoenix issues separate trade permits for electrical work. Unincorporated Maricopa County runs three tiers: automated web-issued permits, a non-technical tier issued in one to two business days covering clearances up to 200 amps and like-for-like replacements, and a technical review tier requiring a site plan for service work above 200 amps. The county also lists minor electrical repairs as a permittable activity. We confirm the path with the authority having jurisdiction before scheduling, because a permit pulled after the fact costs more than one pulled first.
Can you do an infrared survey without shutting the building down?
Yes, and it has to be done that way to mean anything. Infrared finds loose and deteriorated connections by the heat they produce under load, so an unloaded panel hides exactly the defects you are paying to find. We survey while the building is running, with covers removed or through fixed infrared windows. The de-energized half of the work, cleaning, torque verification and breaker exercise, does need an outage window, so most clients split maintenance into a loaded survey during operating hours and a shutdown visit on a weekend or a holiday.
Our building has been vacant for a year. What does it take to turn the power back on?
In Phoenix a service inactive for roughly six months or more generally needs an Electrical Utility Clearance Only permit, covering inspection of the service before the utility energizes it. Phoenix charges a conditional utility clearance application fee at an hourly rate with a one hour minimum, plus an inspection fee. Only utility employees energize, and SRP will not energize the load side until the authority having jurisdiction has approved the installation. Budget for the inspection finding real problems, because a year of dust and heat in an unconditioned room is rarely kind to gear.
Do you test protective relays and low-voltage power circuit breakers?
No, and we would rather say so than learn it on your equipment. Primary injection testing, relay calibration and trip unit testing belong to a specialist testing firm with the instruments and technicians for it. What we do is coordinate that firm into the shutdown, provide the switching, racking and labor around them, and then carry out the repairs their report calls for. If you need an arc flash or coordination study alongside it, that is engineering work we scope separately.
Why do you push maintenance into daytime hours instead of nights?
Partly crew safety and quality, partly cost you can verify. If a scope needs a City of Phoenix inspection outside normal inspection hours, the department bills an hourly rate with a two hour minimum just outside those hours and a three hour minimum on a Saturday, Sunday or holiday, and only the first inspection and one correction re-inspection come with the permit fee. A daytime visit on a planned outage window is almost always the cheaper way to buy the same work. When your operation genuinely leaves no daytime window, we will say so and schedule around it.
