Industrial and Manufacturing Electrical in Phoenix
Plant distribution, machine connections, high-amperage services and planned shutdown work across Phoenix and Maricopa County.
Industrial electrical work in Maricopa County is governed by two documents most bid sets never mention: the serving utility's service requirements manual, and the local amendments to whichever NEC edition that particular jurisdiction adopted. Get either one wrong and the gear gets built wrong, or the inspector fails it after the switchgear is already on the pad. This page covers plant distribution, machine connections, high-amperage services and shutdown work — what the scope actually contains here, and where the schedule usually breaks.
Start with the utility, not the one-line
Every industrial service above 200 amps in this valley is CT-metered, and both utilities want to see the gear before it is built. APS ESRM 302.9 is explicit: commercial sites at 200 amps and below need EUSERC-approved test blocks and bypass provisions, and all commercial sites above 200 amps require EUSERC-approved CT-rated meter enclosures. Every commercial meter enclosure, without exception, has to go to an APS representative for review and approval before the equipment is manufactured. The submittal carries the engineering and manufacturer one-lines showing the neutral-to-ground bond link and the neutral disconnecting means location, the switchboard manufacturer, the applicable EUSERC page references, ampacity, physical dimensions, voltage, phase, bus bracing (AIC rating), the number of service disconnects and their padlockable provisions, and the correct street address.
SRP reaches the same place by a different route. SRP meter sockets are rated 100, 200 and 400 amps, and the 400 amp Class 320 socket is residential only, so a commercial service over 200 amps is CT-rated there too. SRP wants service entrance shop drawings emailed to shopdraw@srpnet.com, and its own documents disagree about the threshold: ESS Section 1 says all panels greater than 225 amps that are not pre-approved, while ESS Section 9 says 400 amps or larger. Submit at 225 and confirm with SRP Distribution Design rather than finding the difference in week ten.
SRP no longer permits Customer-Owned Service after 6 July 2026. Existing customer-owned service conductors can be kept for maintenance, modification, like-for-like replacement and right-sizing, and where they are retained the point of delivery stays at the transformer secondary bushings with the customer owning the cable. If your capital plan for a plant expansion was written before mid-2026, this line has probably changed it.
Neither utility publishes a committed lead time for commercial new service. APS says only that project timelines vary by complexity and current turnaround, and the ESRM warns that adequate time has to be in the customer's schedule for material allocation, crew scheduling and APS construction. Only authorized APS employees energize a service. APS also requires its own service entrance inspection in addition to the AHJ inspection, and the contractor has to initiate it twice — once as soon as the gear lands on site, and again immediately after the inspector's recommended changes are complete.
Plant power: services, pads and the 3,000 amp ceiling
SRP publishes a service entrance sizing table, and it sets a hard ceiling that growing plants bump into eventually.

A plant that needs more than 3,000 amps at 480 volts is therefore not asking for a bigger service. It is asking for multiple services, totalized metering, or a customer-owned primary distribution system with the point of delivery moved upstream. Existing service entrance sections over 3,000 amps can be retained for maintenance, modification, like-for-like replacement and right-sizing. SRP totalizing has its own conditions — 120/208, 277/480, 2,400/4,160 or 7,200/12,470 three-phase four-wire, all accounts on the same E-60 series price plan, services on the same or immediately adjacent property, a written request, and the dedicated Facilities Charge paid in full — and it is granted at SRP's sole discretion. APS handles the single-phase case differently: non-residential 120/240 V is limited to an 800 amp service entrance, and above that the customer may install two or more sections of 800 amps or less within ten feet of each other, with APS providing the totalized metering at no cost but the customer providing the metering conduits and instrument cabinets.

That scope split is worth putting in the bid the right way round. At both utilities the customer trenches, installs the conduit and provides and installs the transformer pad; the utility sets the transformer, pulls its own primary, and furnishes, installs and owns the meter, the instrument transformers and the test switch. SRP's pad detail is prescriptive: pre-cast three-phase pads, a 5/8 inch by 8 foot copper-clad ground rod in the high-voltage opening with the top two inches above the pad, conduits stubbed two inches above the finished pad surface with temporary plugs and not duct tape, a pull box under the secondary window where more than thirteen conduits land, CLSM backfill per MAG Section 728 with the SRP inspector approving subgrade before the pad is placed, and the top of the pad at least four inches above surrounding grade. Working clearance is 12 feet at the front of the unit, 3 feet at the sides and 18 inches at the back. Arizona 811 gets called at least three days before excavation. Machine connections, control panels and the amendment that bites
The most common way an out-of-state contractor picks up a correction notice in this valley is the equipment grounding conductor. Phoenix, unincorporated Maricopa County and Glendale all amend NEC 250.118 item (4) to read "Electrical metallic tubing with an additional equipment grounding conductor." EMT alone is not an acceptable equipment grounding conductor here. On a plant floor carrying a hundred machine drops that is a real quantity of wire, and it is not in a national estimating template.
The 2023 NEC also added 409.70, requiring a surge protective device internal to or immediately adjacent to an industrial control panel that supports personnel protection. There is still no blanket commercial SPD mandate in the NEC — 230.67, 215.15 and 225.42 reach dwelling units, dormitories, hotel guest rooms and patient sleeping rooms, not a factory floor. So on an industrial job surge protection is a design decision everywhere except the one panel most likely to get value-engineered.
- Motor branch circuits, disconnects and local control stations landed at the machine's own terminal box, coordinated against the OEM wiring diagram and not the electrical plan alone
- Control panel feeds, drive line and load side conduit, and separation of VFD output cabling from signal and instrumentation runs
- Busway and plug-in duct where the plant layout is going to move, against hard-piped feeders where it is not
- Cord-and-plug against hard-wired connection settled before the gear is ordered, because it changes the disconnect and the receptacle
- Equipment grounding and bonding of machine frames, with a wire-type EGC in every EMT run
Power quality is the argument that follows a big drive or a welding load onto a shared feeder. APS maintains voltage per ANSI C84.1, cites A.A.C. R14-2-208F, and states plainly that it can require a customer to correct voltage excursions the customer's own load causes. APS will open a power quality investigation through its call center and can loan a recording volt meter for roughly two weeks. On the SRP side, distributed generation is held to IEEE 519 harmonic and flicker limits and SRP Rules Section 6. Heat, dust and the derate that gets missed
ASHRAE's cooling design condition for Phoenix is about 110°F dry bulb, and the Informational Note under NEC 310.15(B) points to the ASHRAE Handbook of Fundamentals as the source for ambient temperature at a location. That is the defensible basis for a derate in a bid, rather than a number someone remembered.

One hundred amps of 90°C conductor at 114 to 122°F carries 82 amps. Inside an unconditioned warehouse, in a mezzanine electrical room over a process line, or above a roof deck, those are the columns that apply and not the 30°C baseline. On the roof, 310.15(B)(2) adds 33°C (60°F) to the outdoor ambient where a raceway or cable in direct sun sits less than 7/8 inch above the roof surface, and the exception exempting Type XHHW-2 from that adjustment survived into the 2023 NEC — specifying XHHW-2 on a sun-exposed run can avoid an upsize that THHN would force. Conductors in direct sun must separately be listed or marked sunlight resistant under 310.10(D). PVC needs an expansion fitting wherever calculated movement reaches 1/4 inch under 352.44, and manufacturer and NEMA practice add 30°F to the high ambient for a sun-exposed run, which ordinary commercial lengths clear easily here. Enclosure type is the other desert item, and it is routinely specified wrong. NEMA Type 3R is rainproof and carries no windblown-dust requirement at all. Type 4 is built for falling dirt, rain, sleet, snow, windblown dust, splashing water and hose-directed water; Type 4X adds corrosion-resistant material. NEC 110.28 and Table 110.28 govern selection by location, and the NEC states that IP ratings are not a substitute for enclosure type ratings. For exterior process equipment, dust collection yards, aggregate and anything downwind of an unpaved lot, 3R is the wrong default.
Shutdown and turnaround work
A shutdown is a scheduling problem with an electrical scope attached. The things that move the date are almost never the terminations.
- Agree the outage window and the re-energization test in writing before anyone orders material, including who witnesses it and what the acceptance criterion is.
- Book the inspection against the window rather than against the work. Phoenix charges $195 per hour for inspections within two hours either side of normal inspection hours, minimum $390 per request per permit, and $195 per hour with a three-hour minimum ($585) for anything further outside hours or on a Saturday, Sunday or holiday.
- Check whether the service has been dormant. Phoenix requires an Electrical Utility Clearance Only permit to inspect a service before the utility re-energizes it, typically where it has been inactive more than six months.
- Price temporary power in the base bid. Phoenix has a dedicated commercial Temporary Power Application, and a temporary or partial certificate of occupancy is $780 per request, valid up to 180 days with no renewals or extensions.
- Count the re-inspections. The initial inspection and the first correction re-inspection are inside the permit fee. After that it is $195 each, including an inspection called before the work was ready and including a no-access.
If the same plant generates work year after year, register it. The Phoenix Annual Facilities Program puts the same staff on plan review and inspection — the reviewers are the assigned inspectors — and electrical plans submitted under it require a one-line diagram, load calculations and fault current calculations. It is codified at Phoenix City Code Appendix A.2 Section 218. Mesa runs an equivalent Annual Facilities Permit alongside Permit by Inspection.
Shutdown work here is scheduled, permitted work booked in advance against a plan, an outage window and an inspector. Our posted office hours are Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM. We are not an emergency call-out service, and a plant that needs a two-hour response at 3 AM should be buying that from someone who sells it. Planned recurring work is covered under commercial electrical maintenance.
Which code, which city, which utility
Arizona has no statewide building or electrical code. A.R.S. §9-801 et seq. lets cities and towns adopt codes by reference, and A.R.S. §11-861 lets the county board of supervisors do the same for zoned unincorporated areas. Two plants four miles apart can therefore be built to different NEC cycles. As of September 2026 the valley is running three at once.

Industrial parcels have a habit of sitting in county islands and out on the desert fringe, which is exactly where the 2017 NEC still applies and where the county's energy code is voluntary rather than mandatory. Gilbert, Peoria and Tempe could not be confirmed against a primary source for this page — confirm the edition with that city's building department before you design, rather than taking a number off a contractor's website, this one included.
Timing is worth planning around. Phoenix commercial plan review in July 2026 averaged 30 days on major projects (over 50,000 square feet and more than $5 million), 33 days on medium ($350,000 to $5 million) and 33 days on minor (under 5,000 square feet or less than $350,000). Minor work is running eight days past its own goal and slower than major work, which is counterintuitive and matters because most plant retrofits land in the minor bucket. Maricopa County sorts electrical permits by amperage: web-issued, non-technical at one to two business days for clearances up to 200 amps and like-for-like replacements, and technical review requiring a site plan for service upgrades over 200 amps. A.R.S. §9-835 limits a municipality to one comprehensive correction request, which is useful to know when a reviewer opens a third round.
City boundaries are not utility boundaries. SRP's own list of the cities it serves says "all or in part," APS serves parts of the same cities, and the line runs through neighborhoods and in places through individual streets. Downtown Mesa is the trap: the City of Mesa operates its own municipal electric utility over roughly 5.5 square miles and about 18,000 customers, so bidding that as SRP is wrong before you start. Out west and on tribal land there are others again — Electrical District No. 7 at Waddell, Electrical District No. 8, several irrigation and power districts around Buckeye and Tonopah, the Town of Wickenburg, and GRICUA on the Gila River Indian Community south of Phoenix. Read the bill, pull the map, or make the call before you price a service.
Where we are the wrong bidder
Worth saying plainly. The fabs themselves go to national mega-contractors with cleanroom protocol staff and their own tool-hookup divisions — TSMC's north Phoenix campus, Intel's Ocotillo fabs in Chandler, Amkor's Peoria packaging campus. We do not bid inside a live fab and we do not bid tool hookup. The work a mid-size contractor can realistically build is the ecosystem around those campuses and the plants already running elsewhere in the county: supplier and support buildings, the 43,000 to 203,000 square foot industrial shells in Halo Vista's first phase along I-17 and Dove Valley Road, the logistics and automation buildings along the Loop 303 corridor and in the Southeast Valley, and food, beverage and battery plants. We do not work on the utility side of the point of delivery; Arizona separates transmission lines, pole work, street lighting and public right-of-way work at or above 600 volts (ROC classification A-17) from the commercial electrical classification (C-11), and it is a fair question to ask any bidder. If the scope is a hyperscale campus, start at data center electrical; if it is a design-build plant expansion, start at design-build or send the documents through contact.

Which NEC edition applies to my plant?
It depends entirely on which jurisdiction the building sits in, because Arizona has no statewide building or electrical code. Phoenix, Mesa, Chandler and Glendale are on the 2023 NEC, Scottsdale is on the 2020 NEC, and unincorporated Maricopa County is still on the 2017 NEC. Industrial parcels very often sit in county islands or on the desert fringe, so a plant a few miles outside a city limit can be two code cycles behind the plant across the freeway. Gilbert, Peoria and Tempe we could not confirm from a primary source, so confirm the edition with that city's building department before design.
Do I have APS or SRP, and does it matter?
It matters a great deal, because the serving utility dictates the standards manual, the submittal thresholds, the application portal and the cost rules, and Arizona has no retail electric choice. You cannot tell from the city name or the ZIP code. SRP's own list of cities it serves says served all or in part, and APS serves parts of the same cities. The safest checks are reading the utility name on an existing bill at the site, downloading the APS Phoenix Metro service territory map, or calling APS at 602-371-7171 or SRP at 602-236-8888. Downtown Mesa is a special case because the City of Mesa runs its own municipal electric utility over about 5.5 square miles.
How large a service can I get for a plant expansion?
SRP's service entrance sizing table caps a new underground service entrance section at 3,000 amps at both 120/208 V and 277/480 V three phase, and at 600 amps overhead at 277/480 V. Existing sections above 3,000 amps can be kept for maintenance, modification, like-for-like replacement and right-sizing. If a plant genuinely needs more than that, the answer is multiple services, totalized metering under SRP's conditions, or a customer-owned primary distribution system with the point of delivery moved upstream. On the APS side, non-residential single-phase 120/240 V service is limited to an 800 amp service entrance, with multiple sections allowed above that.
Why does the switchgear submittal come before the order?
Because both utilities review it and can reject it. APS requires every commercial meter enclosure to be submitted to an APS representative for review and approval before the equipment is manufactured, and the submittal has to show the neutral to ground bond link, the neutral disconnecting means location, the switchboard manufacturer, the EUSERC page references, ampacity, dimensions, voltage, phase, bus bracing and the number of padlockable service disconnects. SRP wants service entrance shop drawings emailed to its shop drawing address, at 225 amps per one section of its specifications and 400 amps per another. On long-lead gear that review is the difference between a two-week delay and a rebuild.
Can you work a plant shutdown at night or over a weekend?
Yes, as scheduled and permitted work booked in advance against an agreed outage window. It is not an emergency call-out, and our posted office hours are Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM. Build the inspection into the window rather than the work: Phoenix charges 195 dollars an hour for inspections within two hours either side of normal inspection hours with a 390 dollar minimum, and 195 dollars an hour with a three hour 585 dollar minimum for anything further out or on a weekend or holiday.
Do you do work inside semiconductor fabs?
No. The fabs themselves go to national mega-contractors with cleanroom protocol staff and dedicated tool-hookup divisions, and we do not bid inside a live fab or bid tool hookup. What a mid-size contractor can realistically build is the supplier and support ecosystem around those campuses, the industrial shells going up near them, logistics and automation buildings, and food, beverage and battery plants already operating in the county. Saying that plainly is more useful to a general contractor than pretending otherwise.
What derate applies to conductors in a Phoenix plant?
ASHRAE's cooling design condition for Phoenix is about 110 degrees Fahrenheit dry bulb, and the NEC points to the ASHRAE Handbook of Fundamentals as the source for ambient temperature. Under Table 310.15(B)(1), a 90 degree Celsius conductor keeps 87 percent of its table ampacity at 41 to 45 degrees Celsius and 82 percent at 46 to 50 degrees Celsius, so 100 amps of 90 degree conductor becomes 82 amps in that band. On a roof, where a raceway in direct sun sits less than seven eighths of an inch above the surface, add 33 degrees Celsius to the outdoor ambient first. Type XHHW-2 is exempt from that rooftop adjustment, which can save an upsize.
