Peoria is the Northwest Valley's semiconductor story now. Amkor Technology's 170-acre advanced packaging and test campus went from a $7 billion groundbreaking in October 2025 to roughly $12 billion on 8 September 2026. Two things decide whether a Peoria bid is sound before anyone counts a device: which utility serves the address, and which edition of the NEC the city enforces.

What the Peoria commercial market actually is

Amkor's Peoria campus carries about 33,000 square meters of cleanroom in Phase 1, completing construction mid-2027 with production early 2028. Phase 2, announced 8 September 2026, adds 60,000 square meters more, starting late 2027 and finishing at the end of 2029. That is over 750,000 square feet of cleanroom on 170 acres and up to 3,000 jobs — billed as the first OSAT production site in the United States for high-volume advanced packaging.

Be realistic about what that means for a mid-size electrical contractor. Cleanroom and process packages at that scale go to national contractors built for them. What comes loose is everything around the fence: supplier and support buildings, the industrial shells along the Loop 303 corridor that lease to companies feeding the campus, tenant work when those shells fill, site power and site lighting. Metro industrial vacancy fell to 8.7% in Q2 2026 with 15.5 million SF under construction, and the five largest leases that quarter all landed on Loop 303.

The steadier Peoria work is healthcare and institutional — HonorHealth opened a roughly 100,000 SF medical campus at Peoria in April 2025, east of Loop 101 on 83rd Avenue north of Thunderbird. K-12 gets a caveat rather than a pitch: Peoria Unified was among the districts whose funding measures failed.

Which utility serves the site

First question on any Peoria job with a new or upsized service, and the city name does not answer it. The metro is an APS and SRP duopoly with no retail choice, but municipal boundaries are not utility boundaries. SRP's own city list is qualified 'served all or in part' — Peoria, Phoenix, Glendale and Avondale all appear on it, and APS serves parts of each. The line runs through neighborhoods and in places through individual streets.

  1. Read the utility name off an existing electric bill at the site. On an occupied building that is one phone call and it is settled.
  2. Download the APS Phoenix Metro service territory map PDF from aps.com and find the parcel.
  3. Request an SRP facility map, the atlas, through SRP's Facility Map Request page.

Once the utility is known, procurement diverges. At APS, commercial services above 200 amps require EUSERC-approved CT-rated meter enclosures, and every commercial meter enclosure must be submitted through an APS representative for review before the equipment is manufactured (ESRM 302.9). At SRP, the 400 amp Class 320 socket is residential only, so commercial above 200 amps is CT-rated there too, and SES shop drawings go to shopdraw@srpnet.com.

SRP eliminated Customer-Owned Service after 6 July 2026. Existing installations are grandfathered for maintenance, like-for-like replacement and right-sizing, but a new SRP service cannot be designed around it.

The division of labor is the same shape at both. The customer trenches, installs conduit and pours the transformer pad; the utility sets the transformer, furnishes and installs the CTs and test switches, owns the meter, and energizes — only utility employees energize. Permitting and plan review in Peoria

Peoria Development Services runs permitting through devservices.peoriaaz.gov, an Accela portal available around the clock. Commercial electrical review means the usual package — one-lines, panel schedules, load calculations, device and fixture layouts, energy code forms — read against whichever edition the city confirms, plus Peoria's amendments at City Code Sec. 18-41. Two items belong in the schedule, not in a surprise at issuance:

  • The business license. Peoria wants a City of Peoria business license number alongside the contractor name and ROC number before it issues a permit, and approval may take up to 30 days. That is a month sitting in front of a permit if nobody started it.
  • The clearance before energizing. Maricopa County and most cities in SRP territory restrict the utility from energizing the load side until the AHJ approves the installation. On an APS job there is a second inspection on top of the city's, on the service entrance equipment, initiated by the contractor twice — when the SES lands and again after corrections. APS says plainly that late scheduling delays jobs.

A.R.S. section 9-835 requires every municipality to publish its review time frames and limits the city to one comprehensive correction request. That does not make a review fast, but it gives you something to point at when one stalls.

The code edition question, answered honestly

Arizona has no statewide building code. Every municipality adopts and amends the NEC independently, which is why this site carries a page per city. As of September 2026 the Valley sits in three tiers — most jurisdictions on the 2023 NEC, a couple on the 2020, unincorporated Maricopa County still on the 2017 — with effective dates scattered across two years.

We are not going to state which edition Peoria enforces today, because we could not confirm it from a primary source, and a wrong edition on a contractor's website is the error an electrician catches in five seconds. Assuming Peoria matches Phoenix is not safe. Phoenix moved to the 2023 NEC on 1 August 2025, Glendale on 9 January 2026, Surprise on 1 January 2026. Peoria has not been running that cadence.

Call Peoria Development Services and confirm the enforced NEC edition and current amendment list before the one-line is drawn, not at plan review. We do that on every Peoria job regardless of what the last one was under.

This is a field problem more than a paperwork problem. A crew can rough in a Peoria building in the morning and a Phoenix building in the afternoon under two cycles with two amendment packages on top. The amendments bite harder than the base code: across Phoenix, unincorporated Maricopa County and Glendale, NEC 250.118(4) is amended so EMT alone is not an acceptable equipment grounding conductor, and 334.10 is amended in Phoenix and Glendale to keep NM cable out of commercial buildings. How we take Peoria work, and where we are a bad fit

  • Work needing a crew at 2am on no notice — posted hours are Monday to Thursday 6:00 AM to 3:00 PM and Friday 6:00 AM to 2:00 PM. We schedule permitted work.
  • Unpermitted work — if the plan is to skip the permit, we are not the contractor for it.

Why does the code edition vary from one Valley city to the next?

Arizona has no statewide building code. Each municipality adopts the NEC and the I-Codes independently and amends them independently, so as of September 2026 the metro sits in three tiers: most cities on the 2023 NEC, a couple on the 2020, and unincorporated Maricopa County still on the 2017. The local amendments matter as much as the edition. In Phoenix, unincorporated Maricopa County and Glendale, the code is amended so that EMT alone is not an acceptable equipment grounding conductor and a wire type conductor is required. A crew can work two jurisdictions in one day under two different rule sets, which is why the jurisdiction gets confirmed before the material list is built.

How do I get a commercial electrical permit in Peoria?

Applications go through Peoria Development Services, and the city encourages submittal through its online portal at devservices.peoriaaz.gov, which is available around the clock. Before a permit is issued, Peoria needs the inspection fee paid, the contractor name, the Arizona Registrar of Contractors license number, and a City of Peoria business license number. That last item catches out of town contractors regularly: a business located outside city limits still needs a Peoria business license to perform services inside them, and applications can take up to 30 days to approve.
